Overstimulated Statehouses

"People," Gail Collins asks in today's New York Times, "what is going on with governors in this country? Are we doomed to see them go bonkers one by one, state by state?"

As the President heads for Russia next week, he leaves behind troubled American statehouses, from Schwarzenegger's in California handing out IOUs like a busted riverboat gambler to those of Sanford and Palin, who resisted Washington's stimulus money and are now heading out of office, maundering about higher levels of arousal in Argentina and Alaska.

In New York, the legislature is being held hostage by Gov. David Paterson, who got the job after Eliot Spitzer resigned over professional stimulus, while former Gov. Rod Blagojevich of Illinois, awaiting federal trial for corruption, loses out to Palin for the Sitting Duck Award, granted annually to the most ridiculed newsmaker in the nation.

Affairs of the states have been roiled by collapsing economies and rising pressures on chief executives to manage their way through crises rather than primp for the TV cameras in search of higher office. For some, like Bobby Jindal after his disastrous rebuttal to Obama's address to Congress, that may be a blessing in thin disguise.

Meanwhile, the antics of Palin, Sanford et al are distracting millions of mourners who won't win the lottery for tickets to the Michael Jackson memorial next week. Compared to some governors, the Gloved One was a model of sanity and much more entertaining to boot.

A Valentine Proposal From Bloomberg?

In the glory days of Time Inc, an editor who didn't get a promotion he had been expecting sent Henry Luce a wire: "Why did you keep me standing on my tippy toes if you didn't intend to kiss me?"

Voters may be feeling that way about Mike Bloomberg. After a year of flirting with us, and as the possible nominees in both parties look less desirable all the time, will Gotham's Prince Charming ever make his move?

Now there are hints he could pop the question, or not, right after Super Tuesday, February 5th, when more than 20 primaries provide some idea of who the Democratic and Republican candidates will be. "If the parties nominate polarizing candidates," a leading pollster says, "then there's plenty of room"

Meanwhile, Mayor Mike has been busy traveling to China to talk about entrepreneurship and Bali to discuss climate change while observing that the next president should “go around the world, make sure that people understand that we are willing to listen--and actually listen.”

While polishing his foreign-policy credentials, Bloomberg has been working hard to remind potential voters of his environmental and other quality-of-life improvements in New York.

Along with all this, the non-candidate has been reaching out to consultants and ad people from his past campaigns for a possible run while a "Unite for Mike" web site keeps supporters abreast of all the Bloomberg buzz, including a weekend dinner with Gov. Arnold Schwarzenegger of California, "amid hints that he has been trying to find a way for the Austrian-born governor to run as his vice president."

No Ross Perot, if he decides to go for it, Bloomberg will spend a billion dollars only if he sees a way to win enough electoral votes to take the prize, and enthusiasts are working on a map to show he can do it.

But like Miss Adelaide in "Guys and Dolls," we have heard these songs before. Will our bachelor billionaire ever stop playing Nathan Detroit, get down on a knee and ask us to be his?

Valentine's Day might be a good time.

Carve-Up-California Campaign Fails

Republicans won’t be getting electoral slices of the Golden State next year after all. The referendum to carve up California like a Thanksgiving turkey is apparently dead.

In recent months, Democrats have been alarmed by a ballot initiative to award Presidential electors by district instead of the traditional winner-take-all method, which might have given Republicans at least 19 of the state’s 55 votes.

It would also have been encouragement for an Independent run by Governor Arnold Schwarzenegger’s dear friend, New York Mayor Mike Bloomberg.

But in the land of endless Propositions and 135 gubernatorial candidates in the recall election of 2003, sanity, or at least insufficient money, has prevailed--this time.

Schwarzenegger on Boffo Ballot Box Office

Gov. Arnold, who knows about these things, is advising his party on how to get the grosses up next year. He told a Republican convention this weekend that they are "dying at the box office" and “not filling the seats” because they have "lost the middle.”

“I have been a Republican since Nixon,” Schwarzenegger said. “I have been a Republican in spite of years of debates with Maria, the entire Shriver clan and all the Kennedys up at Hyannis Port. Believe me, it would have been far easier to abandon my Republican identity years ago.”

The majority of Republicans want health care reform and action to reduce global warming, he pointed out, suggesting their leaders follow them.

“I am of the Reagan view that we should not go off the cliff with flags flying,” Schwarzenegger said, quoting his fellow actor-governor who became President: "We cannot become a narrow sectarian party in which all must swear allegiance to prescribed commandments...This kind of party soon disappears in a blaze of glorious defeat."

The Governor went even further back for a new role model for the party, “President Eisenhower, the moderate military man who understood the need for logistics and infrastructure and created the Interstate Highway System--the largest public works project in American history. The majority of Republicans understand the need for investment.”

Schwarzenegger named no names, but another fellow actor, Fred Thompson, does not sound like good casting for the role he described. He has spoken warmly of Rudy Giuliani and, if all else fails, there is another New York Mayor he likes, Mike Bloomberg, who may run as an Independent.
