This morning's news of a suicide attack on the Iraqi parliament, killing eight people, including a Shiite and a Sunni lawmaker, underscores the inadequacy of "civil war" as a description of what is going on in Baghdad.
The situation we are facing there can be more accurately described as a war on civilized behavior, and it is clear that no Surge can eliminate the growing anarchy.
Our military spokesman says that, based on "trends," it may have been an al Qaeada operation, but "al Qaeda" is becoming a meaningless omnibus term for what seems to be a faction-less attack on law and order in Iraq.
Can President Bush enlighten Congress and the rest of us on how we're going to deal with that "enemy"?
